Dr. William J. England is a Vice-President of the Universal Service Administrative Company. He is a former ATA Board Member and former CMS project officer, where he oversaw the Medicare telemedicine demonstration. Prior to CMS, Dr. England was an Assistant Professor of Industrial Engineering at the University of Wisconsin-Madison, a Robert Wood Johnson Foundation Faculty Fellow in Health Care Financing, and a Research Associate at Regenstrief Institute in Indianapolis. Dr. England has a B.S. and M.S. in Electrical (Biomedical) Engineering and a Ph.D. in Industrial Engineering from Purdue University. His J.D. is from the University of Maryland
