Dr. William J. England is a Vice-President of the Universal Service Administrative Company. He is a former ATA Board Member and former CMS project officer, where he oversaw the Medicare telemedicine demonstration. Prior to CMS, Dr. England was an Assistant Professor of Industrial Engineering at the University of Wisconsin-Madison, a Robert Wood Johnson Foundation Faculty Fellow in Health Care Financing, and a Research Associate at Regenstrief Institute in Indianapolis. Dr. England has a B.S. and M.S. in Electrical (Biomedical) Engineering and a Ph.D. in Industrial Engineering from Purdue University. His J.D. is from the University of Maryland
Nikoletta Theodoropoulos is currently a Program Manager of the Rural Health Care Program at the Universal Service Administrative Company. As Program Manager of the primary RHC program, her main focus is on pre-commitment funding issues and contract issues. Prior to joining USAC, Ms. Theodoropoulos was a Project Manager for the American Society for Training and Development. Ms. Theodoropoulos holds a Bachelor’s degree from University of Virginia and a Master’s of Health Policy and Administration from George Mason University.
Jeff Mitchell, JD, Director, Rural Health Care Program, Universal Service Administrative Company
Jeff Mitchell has been with USAC for over six years. Since joining USAC's Rural Healthcare Division in August 2009, Jeff has had operational responsibility over the FCC’s Rural Healthcare Pilot Project. Before that, Jeff spent three years as Director of Outsourced Audit Services and three years in the General Counsel’s Office with a focus on USF Contributor issues. From 1999 to 2003, Jeff was an associate at the law firm of Swidler Berlin primarily representing competitive local exchange carriers. Jeff is a graduate of the University of Washington in Seattle and received a law degree in 1997 from Georgetown University.
