William (Bill) Paschall is Director of Healthcare Applications for AT&T Southwest. He has over 23 years experience in the health care industry with direct experience from the operating room to administration, and has designed, implemented, installed and integrated diagnostic and clinical solutions. Bill has particular expertise and knowledge in establishing and expanding telehealth networks including telemedicine, teleradiology, telemonitoring, and telemanagement. Bill's experience includes matching ATT's customers current and future Telecommunications, IT Infrastructure, and Network Management needs with best of breed solutions. He has consulted with many US and International telemedicine programs on site expansion, medical specialty applications, product and software integration, videoconferencing, and other issues.

Joseph Tracy, BA, MS, Vice President - Telehealth Services, Lehigh Valley Health Network
Mr. Tracy has been working in the area of telehealth since 1993. Joe is currently Vice President for Telehealth Services at Lehigh Valley Health Network, where he is responsible all administrative and outreach efforts for telehealth. Joe is currently Chair of the Center for Telehealth and eHealth Law; Chair of the HIMSS Legislative and Regulatory Review Task Force and is a member of the ATA's policy committee. In 2003, Mr. Tracy accepted the ATA President's Award on behalf of the Missouri Telehealth Network. In 2006, Joe accepted ATA's Leadership Award in recognition of his contributions to the advancement of telemedicine.

Mark Jeffrey has over 20 years of experience in the IT field. He has been directly involved in all aspects of software development life cycle. He serves as a technical consultant for the JMDSE program developing an integrated solution for healthcare information capture and exchange. He provides subject matter expertise to the Amputee Virtual World program studying rehabilitation in combat veterans and development of vitural telemedicine framework.
