Description
Panel discussion on the current state of patent litigation in federal courts including the cost and time to litigate; trends in volume, location and outcome of patent cases; and other statistics such as time to trial, length of trial and reversal rates. Rep. Darrell Issa will discuss his bill, H.R. 5418, to improve these statistics by designating district court judges to hear patent cases, and the panel will discuss the advantages and disadvantages of such a system.
