Description
Policy has been defined as the rules and standards by which scarce resources are allocated to unlimited wants and needs. Each element of this definition--determining need, allocating resources, and establishing rules--is examined from the foundational perspectives of gifted identification and policy studies, with a special emphasis given to the complex nature of the task of policy formation.
