Based upon the long-term financing woes confronting the Medicare program and its recipients, the presenters will outline a unique and creative solution to this seemingly insurmountable dilemma. The model proposed represents a financing application designed to ensure uninterrupted access to Medicare benefits for all Americans. From the perspective of the presenters, this model represents a radical departure from the current political agenda. However, it is also viewed as potentially offering a comfortable compromise that would satisfy the expectations of both the conservative and liberal factions of a bitterly divided Congress.
