George Topic, Deputy Director for Strategic Logistics, Joint Chiefs of Staff
George Topic joined the Joint Staff Directorate of Logistics with thirty years of experience as a military logistician including service at many different levels within the Department of Defense. He received a commission in the Quartermaster Corps of the US Army in 1976 through the ROTC program at Claremont-McKenna College in California. His assignments included tours with Third Armored Division and Seventh and Twenty Fifth Infantry Divisions. He also commanded the 194th Maintenance Battalion (AVIM) at Camp Humphries, Korea. Mr. Topic has also served in a variety of staff positions including the Department of the Army Inspector General, the US Army Security Assistance Command and the Deputy Chief of Staff for Logistics (DCSLOG), HQDA. For his last four years on active duty Mr. Topic served on the faculty of the Industrial College of the Armed Forces where he was director of the Strategic Logistics Program; his areas of special interest included Security Cooperation, Asian Regional Security Studies, Contractor Support to Military Operations and Humanitarian Assistance. After retiring in 2005, he worked as a Director of Business Development for MPRI, a defense contractor. Mr. Topic's education includes masters degrees in Logistics Management from Florida Institute of Technology and National Security Studies from the Naval War College. He is also a graduate of the US Army Command and General Staff College.

The Joint Chiefs of Staff J4 Logistics office carries out its mission to enhance joint force readiness by providing vision and shaping an adaptive Joint Logistics Environment to maximize the Joint Force Commander's freedom of action. J4 goals include providing a comprehensive and coherent joint logistics strategy to drive unity of effort across the Joint Logistics Environment; deliver a predictive joint logistics environment that enhances joint force readiness; diver integrated joint logistics capabilities to the Joint Force Commander; deliver joint logistics common situational awareness through a knowledge-based logistics architecture; develop people, manage knowledge, and create a J4 learning organization; and provide recognized leadership for the Joint Logistics Environment. A major tool for joint logistics relies on implementation of RFID/UID Enablers. The Acting Under Secretary of Defense for Acquisition, Technology, and Logistics signed a memorandum outlining policy for the use of RFID within the Department of Defense (DoD). The strategy calls for taking maximum advantage of the inherent life-cycle asset management efficiencies that can be realized with integration of RFID throughout DoD. Leveraging this technology to improve our ability to get the customer the right materiel, at the right time, and in the right condition is a critical part of our End-to-End Warfighter Support initiative.
