Hala Y. Helm serves as the Vice President, Chief Compliance Officer for John Muir Health, an integrated health system in Walnut Creek California that includes acute care and psychiatric hospitals, physician practices, laboratories, rehabilitation therapy, home health and managed care contracting. She is responsible for the development and oversight of all aspects of the health system compliance program. Ms. Helm previously held positions in corporate compliance and risk management at healthcare organizations in California, Michigan and Indiana. She received her JD from Santa Clara University, her MBA from Indiana University Kelley School of Business and holds numerous healthcare certifications.

This presentation will help risk managers better understand Medicare rules governing patient admission status (inpatient vs. outpatient/observation) and the current threat of RAC audits on this issue; the Case Management Assignment Protocol approaches used successfully in demonstration projects, but not yet approved by CMS for general implementation; practical limitations on the use of CMAP approaches under current interpretations of Medicare policy; and a CMAP-like approach that can be implemented consistent with the current interpretations offering significant compliance benefits.
