Description
Dr. Stuart M. Butler has guided The Heritage Foundation's domestic policy research for more than 30 years. As Vice President of Domestic and Economic Policy Studies, he has helped shape the debate on critical issues from healthcare and Social Security to welfare reform and tax relief. In the beginning of his tenure at the Heritage Foundation, Dr. Butler was named as "one of 150 individuals outside government who have the greatest influence on decision-making in Washington" by the National Journal and several decades later he continues to be actively involved. Dr. Butler is passionate about healthcare reform.
He has argued for a restructured system based on consumer choice and state-led innovation and has worked with many lawmakers for several decades on the issue. In healthcare as in other areas of policy, Dr. Butler has been a leading proponent of reaching across the ideological spectrum to find bipartisan ways to achieve reform. Recently, National Journal again noted Dr. Butler's influence, calling him one of Washington's 12 "key players" on healthcare. Dr. Butler has been published in leading academic journals, including Journal of the American Medical Association and Health Affairs, and in newspapers such as The New York Times. He has testified before Congress, been the subject of a profile in The Washington Post and has appeared as a guest commentator on all major elevision networks. In addition to dozens of research papers for the Heritage Foundation, he is the author of three books: Enterprise Zones: Greenlining the Inner Cities (1981), Privatizing Federal Spending (1985); and--with Anna Kondratas--Out of the Poverty Trap (1987).
