Tony Davis, Ph.D., a Principal Consultant at McREL provides school-level leadership development for school districts across the US and abroad; research, design and implementation of teacher and principal evaluation systems; and provides technical assistance to state education agencies in Illinois and Wisconsin. Previously, he was as a high school teacher before serving 18 years as a secondary school administrator in the Denver Metro area. He has served as a graduate level faculty member for Regis University. He holds a doctoral degree in Educational Administration and Policy Studies from the University of Denver.

Research consistently finds that teachers are the most important school-level factor affecting student achievement, with school leaders being the second. Critical to improving classroom and school performance is a robust human capital strategy at the district level.
