Joel is the primary developer of "team awareness", the first workplace-based SAMHSA model program recognized as effective in preventing employee substance abuse. He has served on advisory boards and consulted for federal and local government, privately held, and military organizations, and is a pee reviewer for scientific organizational health journals.

The National Guard (U.S. military) has played an expanding role in foreign conflicts in recent years. Accordingly, deployed service members and their families have increased risk for behavioral concerns. In 2007 the Guard Bureau developed a strategic initiative to proactively address these risks. The "Prevention, Treatment, and Outreach" (PTO) has been implemented in over 30 states providing prevention education and referral services to military units. The PTO collaborates with EA professionals to further its mission with military employees. In this session, participants will review the PTO, receive actual prevention education tools, and learn ways for improved EAP-military collaboration.
