Carmen Wolf, RN, BSN is a founder and principal of BlickenWolf LLC. Carmen has managed and conducted a broad range of healthcare investigations as well as providing fraud awareness and prevention methods to clients. Carmen specializes in assisting providers with risk assessments as part of the overall development and implementation of corporate compliance programs. She has also done extensive work related to Corporate Integrity Agreements including annual compliance audits and mandatory training. Carmen has also assisted numerous providers in identifying underlying operational issues that lead to non-compliance and has assisted in retooling those processes to ensure compliance going forward.
Carmen has spoken before the Wisconsin, Iowa, Idaho & Indiana Chapters of HFMA, the National Association of Children’s Hospitals and Related Institutions, and the Wisconsin Medical Credit Association, National Association of Medicaid Fraud Control Units, Indiana State Bar Association, and Medtronic on issues related to compliance, fraud, and abuse in healthcare.
Sean McKenna, Assistant U.S. Attorney, Department of Justice
Sean R. McKenna has been an Assistant United States Attorney in the Northern District of Texas since September 2003. He is the District's civil health care fraud coordinator, and handles civil and criminal health care fraud cases. Before joining the U.S. Attorney's Office, Mr. McKenna worked in Washington, DC at the Office of Counsel to the Inspector General, and in Dallas at the Office of General Counsel for the Department of Health and Human Services.
Chris Mollet, Assistant University Counsel, University of Illinois at Chicago
Chris Mollet currently holds the position of Associate University Counsel for the University of Illinois and is resident on its Chicago campus. His practice is concentrated in transactional, regulatory compliance, malpractice claims, and patient safety matters for the University of Illinois Medical Center at Chicago and the six health sciences colleges located on the University of Illinois campus at Chicago, as well as the two regional campuses of the University’s College of Medicine in Peoria and Rockford.
Mr. Mollet redesigned and implemented the Compliance Program for the University of Illinois Medical Center at Chicago and several of the health sciences Faculty Practice Plans. He manages and coordinates the defense of all major malpractice claims for the Medical Center and the Colleges, and is the primary counsel/liaison for the University of Illinois Institute for Patient Safety Excellence.
Previously, Chris was Senior Vice President-General Counsel and Chief Compliance Officer for an institutional pharmacy (American Pharmaceutical Services Inc./Mariner Health Care, Inc.), as well as in-house counsel to two different academic medical centers in the Chicago area (Lutheran General HealthSystem n/k/a Advocate Health Care Network, and Michael Reese Hospital and Medical Center).

Description
Based on case examples, the panel will discuss the use of voluntary disclosures, compliance red flags, the definition of effective compliance, compliance monitoring protocols, certifications and other proactive measures aimed at reducing the risk of exposure to fraud and abuse claims and mitigating penalties. Drawing on their experience in enforcement related cases, the panel will address common triggers for enforcement and aggravated sanctions, and identify proactive steps that can help reduce the potential for these challenging controversies. The panel will also offer insights on how to effectively convey the educational and other information needed by management teams, compliance committees, and boards of directors to protect the organization against the risk of fraud and related enforcement. The panel offers multiple perspectives and insights from representatives from law enforcement, the provider setting compliance officer, the defense bar, and consulting.
