Mr. Pawlowski is Chief of the Incident Response Section in FEMA’s Response Division. He is responsible for catastrophic disaster response planning, interagency planning, and the National Response Coordination Center, a component of the DHS National Operations Center. As former policy advisor and Director of the FEMA Emergency Support Team (EST), he coordinated Federal response for numerous Presidential Declared Disasters/Emergencies, including the Oklahoma City bombing and Hurricanes Floyd and Isabel. Mr. Pawlowski served as team leader for development and implementation of the National Capability Assessment for Readiness process which established a baseline of the U.S. emergency management system. This led to a Congressional report in 1997 - the first to identify the nationwide capability of States to mitigate against, prepare for, respond to, and recover from disasters.He is the recipient of FEMA’s Meritorious Service Award and the Department of Health and Human Services Award for Outstanding Leadership.

Description
FEMA's current catastrophic disaster planning focus is an all-hazards approach to "notice" and "no notice" disasters, with emphasis on hurricanes, earthquakes, and mass evacuations. An update will be provided on these planning efforts under way in partnership with government agencies at all levels, private sector, voluntary organizations, and academia. Geographic State areas of focus include Florida, the New Madrid Seismic Zone States, and California.
