Eddie Hicks is currently serving in his 28 year as County EMA Director – 11 Years in Morgan County AL & 17 Years in Colbert County AL. Holds a B. S. Degree in Public Safety Administration from Athens State University and a A. S. Degree in Fire Science Management from Shoals Community College. Presented the 2002 Clayton Christopher Award for the nations outstanding Emergency Manager – Awarded by the International Association of Emergency Managers (IAEM), also received the 2005 – 2006 Spirit of EMA Award presented by the Alabama Association of Emergency Managers. Currently serving as President of the Alabama Association of Emergency Managers and an Officer of IAEM Region IV. Designated as a Certified Emergency Manager (CEMÒ) by the International Association of Emergency Managers (2001).Designated as an Advanced Level Emergency Manager by the Alabama Emergency Management Council (Was 1st Director to receive designation in the state).

Timothy Troutman is the Warning Coordination Meteorologist at the National Weather Service, Huntsville, Alabama forecast office. He has held this position since May, 2002. Primary duties include the program management and leadership of the local WFO’s warning and preparedness program. Prior to this assignment, he was the NOAA Weather Radio and Dissemination Meteorologist at the National Weather Service, Southern Region Headquarters in Fort Worth, Texas. Tim previously worked as a senior forecaster at the National Weather Service Forecast Office in Melbourne, Florida and previously was a forecaster at the National Weather Service Office in Nashville, Tennessee. He began his National Weather Service career at the Weather Service Office in Evansville, Indiana in 1989. Timothy is a graduate of Western Kentucky University with a bachelors degree in Broadcast Communications in 1989 and a Masters Degree in Science in Hydrometeorology in 1999.

Description
The sub-county warning plot project was recently implemented in Moran county, Alabama. This pilot project has resulted in the implementation of sub-county FIPS codes allowing for the split of Morgan county, Alabama into four quadrants, resulting in more enhanced weather warnings.
