Art Jones has more than 16 years of emergency management experience, including 12 as Division Chief for the Louisiana Disaster Recovery Division. In that role, he managed the state’s Public Assistance, Individual Assistance, and Hazard Mitigation Programs. Mr. Jones also served in the State Emergency Operations Center during disaster alerts and exercises, providing liaison with the Governor and other elected officials. When not working active disaster events, he provided disaster recovery operations training, debris management operations, and damage assessment courses to emergency management officials around the country. He is Louisiana Emergency Manager (LEM) certified, and has completed many Emergency Management Institute (EMI) training courses. As an adjunct instructor, he has taught EMI courses in disaster recovery operations, public assistance managers training, public assistance inspectors training, and debris management. Mr. Jones joined IEM in 2006 as Manager of Recovery Services. He serves as Task Lead for the FEMA Evacuee Support Project.

As a Senior Program Specialist in FEMA's Disaster Assistance Directorate, Mr. Litty manages catastrophic disaster recovery planning projects to support Mass Care, Individual Assistance, and long-term recovery. His significant projects include the Catastrophic Disaster Housing Strategy, Southeast Louisiana Catastrophic Hurricane Planning Project, development of the Catastrophic Incident Annex and Supplement to the NRP, and development of ESF #14 of the NRP. During disaster operations Mr. Litty has served in Disaster Field Offices, Joint Field Offices, and the National Response Coordination Center. He also participated in the development of FEMA’s National Hurricane Program and State Hazard Mitigation Program, and the development of the Emergency Management Performance Grants. Mr. Litty managed the Hurricane, Earthquake, and Mitigation non-disaster grants to States programs in FEMA’s Mitigation Directorate. Mr. Litty is a 1983 graduate of the University of California at Davis (BA), and a 1988 graduate of George Washington University (MA).

Description
The massive relocation of evacuees from Hurricanes Katrina and Rita significantly impacted U.S. cities and states that provided support. FEMA will provide an update on the development of location-specific evacuee support plans for those states with experience hosting evacuees from the 2005 hurricanes.
