Ronald Bodmer, Emergency Management Coordinator,

Ronald Bodmer is an Emergency Management Coordinator at WMATA. He works with the Emergency Management Departments in D.C., Maryland, and Virginia, and establishes and maintains the Emergency Operations Plan and Continuity of Operations for WMATA. Mr. Bodmer also oversees WMATA's Emergency Training Facility daily operations. He is currently assisting in the the implementaiton of a Chemcal Sensor Program for the Metrorail System. Mr. Bodmer is a retired police captain in charge of the Management Coordinator to the Office of System Safety and Risk Protection. He was also the lead Rail Safety Instructor for the Transit Police Basic and In-Service personnel and instructed local and Federal police agencies on safety issues when operating in the Metro system. Mr. Bodmer is a 27 year veteran with the Kensington Volunteer Fire Department in Maryland.

Paul Harvey, Exercise Planner and Transit Security Expert,

Paul Harvey is an exercise planner and transit security expert with IEM. He supported the development of an emergency response plan for the Hoboken, New Jersey multi-modal transit terminal and is currently the Project Lead for the Massachusetts Bay Transit Authority Emergency Operations Plan, under DHS Office of Grants and Training's Technical Assistance Program. Mr. Harvey served in the Metropolitan Atlanta Rapid Transit Authority Police Department for over 13 years, responsible for the Systems Security Plan and charged with developing security policies for the police department and non-security personnel while serving as Commander of the Emergency Preparedness Division. He coordinated the multi-discipline security committee that reviews/develops protective measures in response to changes within the Homeland Security Threat Advisory System and conducted assessments of transit facilities and property for the bus rail system. Mr. Harvey was also responsible for coordinating transit security/emergency response with the State of Georgia and Federal agencies.

Description
This presentation will focus on the development of a two workshop system that helps mass transit agencies develop Emergency Operations Plans (EOP) as well as a Terrorism Incident Annex (TIA) to the EOP.
