Currently, Debbie Carver, BS, EMTP, CRT, RCP is the Emergency Management Planner/Coordinator for Tallahassee Memorial Hospital in Tallahassee, Florida. Ms. Carver is the first full time Emergency Manager for Tallahassee Medical Hospital. She has 25 years’ experience in EMS as EMT/Paramedic Captain/Commander and 11 years as Respiratory Therapist. Ms. Carver has successfully completed and is certified in all 3 modules of Firefighter training for the state of Georgia.
Ms. Carver is a graduate of Southwest Georgia Technical College, Valdosta Technical College and Thomas University, Thomasville, Georgia. She is certified as a PALS instructor, ACLS instructor, EMS instructor, and CPR Instructor.

Charter member of Governors Task Force on Data Collection for EMS in Georgia, Created the Pilot program in the State of Georgia which facilitated the placement of CPAP units on EMS units, Planned and carried out the first hospital exercise in North Florida using field tents as Altered MedicalTreatment (AMT’s), co-authored policy for ‘”Hospital Medication Administration during Emergency Events,“ initiated the “Leon County Healthcare Providers Disaster Coalition” in Leon County, and co-authored “Perimeter Security Policy for Hospitals in Leon County.”
In her Emergency Management experiences she has responded and participated in search and rescue for the 2003 and 2004 tornados in Mitchell County Georgia, responded and participated in search and rescue and evacuation in New Orleans post-Katrina in 2005, Incident Command Team for Tropical Storm Fay in Tallahassee 2008, and development, planning and coordinating for all exercises at Tallahassee Memorial Hospital.
Currently, Debbie’s emergency preparedness involvement is with community and professional organizations for Georgia EMT Association, National Board of Respiratory Care, Florida Hospital Society of Safety, Security, Emergency Management Professionals—Secretary, Florida Department of Health PHMP Strategic Planning Team—Hospital Surge Committee, and North Florida Regional Domestic Security Task Force.
