Bill 177, the Student Achievement and School Board Governance Act, 2009 has generated a lot of questions since receiving First Reading on May 7, 2009. This program will focus on some of the issues identified by lawyers and Trustees as they grapple with the new duties and responsibilities found in this Act. For example: Could Bill 177 create statutory obligations for student achievement that might lead to litigation? Will the Code of Conduct provisions for Trustees be onerous and restrictive? Will the minority trustee voices for ratepayers be silenced due to fear of being censured publicly?
