Bill McCarthy is a Vice President in the Baltimore office of RTKL Associates Inc. He is a programmer, master planner and designer with experience in corporate, government, academic and applied technology facilities. Bill has been involved with security intensive facilities since 1995 and has developed security criteria, master plans and implementation strategies for numerous clients including those within the Intelligence Community. Bill coordinates the efforts of RTKL’s Security Planning services and co-authored the Security Master Planning chapter in McGraw-Hill's Building Security – Handbook for Architectural Planning and Design. He has a unique understanding of the complexities and requirements of security and force protection with respect to building design and facility planning and has given numerous presentations to government agencies, industry conferences and professional organizations. Bill advocates a comprehensive approach which respects planning, architectural design and engineering excellence. By coordinating and balancing security goals against threats and vulnerabilities, one can integrate technical measures and operational considerations to provide an effective, coordinated, security response.
