Eve Hinman is the President and founder of Hinman Consulting Engineers, specializing in structural solutions to mitigate blast effects. Through her firm’s offices in San Francisco, New York, and Washington D.C. she has furnished blast consulting services to all major Federal and defense agencies, as well as a host of private and public organizations on projects worldwide. Eve is a leader in blast engineering and has been providing specialized consulting services in blast design to the federal government since 1983. She played a primary role in developing the Department of State’s Structural Engineering Guidelines for New Embassy Office Buildings, the first criteria of its type in the nation, and was one of the original contributors to the structural design chapter of the U.S. General Services Administration (GSA) Security Design Criteria. Following the Oklahoma City bombing in 1995, Eve gained access to the site as an expert to study damages, was named by the Department of Justice as an Expert Witness in the criminal prosecution of Timothy McVeigh, and published a book on her findings, Lessons from the Oklahoma City Bombing – Defensive Design Techniques. She is also the principal author of the recently released FEMA 427- Primer for Design of Commercial Buildings to Mitigate Terrorist Attacks which is part of the Risk Management Series of publications issued by the Federal Emergency Management Agency.
