When it comes to issues surrounding money, it can be best considered this way: the Board establishes policy (the rules) and approves an annual budget; the Chief Staff Officer (who may hold the title of Executive Director or CEO) complies with the Board’s policies while pursuing budget targets and provides evidence to the Board that they are indeed doing so. Far too often however, the Board’s responsibility to monitor compliance with their policy is overlooked.
