William Lammers, CPA, FACHE, Health Systems Advisor/Acting Director Section 232 Program, HUD Office of Insured Health Care Facilities
Bill has over 30 years experience in healthcare financial management and is currently Health Systems Advisor with the U.S. Department of HUD in Washington, DC. Bill has served as CFO of a large multi-state Catholic healthcare system and as a Partner in a regional CPA/Consulting Firm. He has been very active in HFMA serving in multiple State and National roles. He is a CPA and a Fellow in ACHE.
Mr. Owens maintains a national real estate finance practice representing mortgage and investment banking firms in complex financial ventures. Mr. Owens's practice focuses on federally insured and guaranteed financing transactions related to hospital, nursing home, and elderly housing programs, with a strong emphasis on HUD's Section 242 financing program. Mr. Owens also has significant experience with Fannie Mae credit enhanced and HUD insured multi-family housing finance programs. During his tenure at Krooth & Altman LLP, Mr. Owens has developed substantial experience with tax-exempt and taxable bond financings, letter of credit substitutions, GNMA Securities backed loans, tax credit properties, air rights leases, ground leases, mezzanine financing, various housing assistance programs, and other permanent financing and refinancing alternatives.
As counsel to the Committee on Healthcare Financing, a national trade association of healthcare bankers, Mr. Owens has been active in legislative and administrative matters involving federal healthcare programs. He is the co-author of "FHA Hospital Mortgage Insurance: An Affordable Source of Construction Capital in a Turbulent Market," Bloomberg Law Reports - Health Law, Vol. 1, No. 7 (August 2008).
