Mr. Stephen F. Messinger, a Principal at ECG Management Consultants, Inc., has extensive experience in strategic and business planning and hospital/physician relationships, including joint ventures. Mr. Messinger has worked with a broad range of healthcare organizations and has assisted hospitals, health systems, and physician groups in strategy development and performance improvement. Mr. Messinger earned a master of health services administration degree from The George Washington University and a bachelor of science degree in clinical sciences from Cornell University.

Ms. Jessica L. Turgon, a Senior Manager at ECG, has led major operations improvement initiatives that enhanced patient access, increased physician productivity, and maximized revenue collection in both the hospital and physician practice settings. Prior to joining ECG, Ms. Turgon had spent over 10 years managing physician practices and ambulatory operations for several health systems. She received a master of business administration degree from The George Washington University and a bachelor of arts degree from Marymount University.

Dale A. Carroll, M.D., M.P.H., Senior Vice President, Clinical Effectiveness, and Chief Medical Officer, joined Rockingham Memorial Hospital in 2000. Since that time, he has been responsible for the growth and performance of the organization’s employed physician practices. Before 2000, he held various leadership positions with the U.S. Army, including Commander, Clinical Chief, and Department Chief. Dr. Carroll holds a master’s degree in public health from the University of Washington, a doctor of medicine degree from the Medical University of South Carolina, and a bachelor of science degree from Furman University.
